The African Development Bank Group’s Office of Integrity and Anti-Corruption has formed a partnership with the Special Investigations Unit of South Africa to combat financial crime and intensify anti-corruption efforts in Africa
The Office of Integrity and Anti-Corruption (PIAC) of the African Development Bank and the Special Investigations Unit (SIU) of South Africa have signed a Memorandum of Understanding to establish a cooperative framework for information sharing and capacity building.
The agreement was signed on 3rd July 2025 at the Special Investigations Unit in Pretoria, South Africa.
The signing ceremony was attended by high-ranking SIU and PIAC staff.
The agreement identifies key areas of collaboration, specifically technical assistance, research, capacity building, and training programs.
Paula Santos Da-Costa, Director of PIAC, represented the African Development Bank, and Advocate Andy Mothibi served as the representative for SIU.
Mrs. Da-Costa remarked that the agreement afforded both organizations the chance to ensure that resources are allocated effectively, thus bolstering developmental goals in the continent. She also highlighted areas of collaboration where both organizations can engage in reciprocal knowledge-sharing, recognizing the notable progress that SIU has achieved in asset recovery.
Mrs. Santos Da-Costa spoke about the work that PIAC has been conducting on project integrity reviews in partnership with the AfDB project managers and the Project Implementation Units of ministries in Regional Member Countries.
Mr. Mothibi voiced his support for the SIU and AFDB collaboration, emphasizing the importance of accountability and effective public fund utilization.
Advocate Mothibi stressed the need to operationalize the MOU through workplans that recognize the partnership.
Advocate Mothibi pointed out that the Agreement coincides with South Africa’s chairmanship of the G20 governance framework and its 2025 G20 Presidency.
This provides an opportunity for the SIU and AfDB to address public integrity, asset recovery, and management, as well as the involvement of other sectors in combating corruption, including border management and immigration, and health sector integrity.
Both leaders agreed that targeted collaboration is required to safeguard whistleblowers.
